LSL is measured directly by tide gauges. Satellite altimetry measures Sea Surface Height (SSH) in a global reference frame. Global averages of SSH changes determined by satellite altimetry are not a direct measure of global ocean volume changes and need to be adjusted for changes in ocean floor height.
